No, it will not.
Usernames remain with the original person that registered it, you would need to contact the original user and have them transfer it to you.
Blog names are never recycled, if the name you want has been deleted you need to purchase a custom domain and map it or choose another name.
If the blog name is in use you would need to contact the original owner and have them transfer it to you.
WordPress.COM respects privacy completely so they will not help you contact a blog owner or account holder.
