Your trouble accessing WordPress.com is related to your ISP (Internet Service Provider). The screenshot you provided shows a blocked message from large Russian ISP Beeline, which is currently blocking all visits to WordPress.com addresses that happen to be on certain IP (Internet Protocol) addresses, due to a court order from the Russian government. Since our infrastructure uses load balancers to dynamically switch which sites are being served from which IP address at any given time to balance traffic, this explains why you can only intermittently reach the site.
While you may not be personally using Beeline as your ISP - and I realize you're not in Russia - it looks like several smaller ISPs located outside Russia are using Beeline's network, and so they too are affected by the situation.
We're very sorry for the inconvenience. We have been trying to work with Beeline - and a few other Russian ISPs - to find a solution for this issue, but there has been no resolution so far.
