This morning I went to sign up pucn.wordpress.com which it said was available. The server timed out and now it says the address is registered but I do not have access to it.
Please can you advise me what to do next.

Do you already have a wp.com account? I guess you must as you've posted here!
Go to the dashboard of your blog and send a feedback to the dev team asking them to investigate for you. I suspect that (with the team doing maintenance) something went awry during the signup process.
