why cannot I see the language options just as you show on the support page on how to change interface language etc?!
so i would like to change the language of dashboard but the language options are not appearing in settings/general on the dashboard!
please help me!!

The blog I need help with is mitmivan.wordpress.com.
Go to your Account Settings and under "Interface Language" select the one you want.
The language settings only appear to the Admin of the blog. If you are not logged in under the username account who is Admin of the blog and who registered the blog then those settings will not be available to you. http://en.support.wordpress.com/user-roles/
