I can't find the Let It Snow widget in my sidebar, and I cannot figure out how to remove it. How can I get rid of the falling snow on my blog?

Note that there are actually two places to set this. As I understand them:
https://wordpress.com/#!/settings/
*Disables it on your screen across the various wordpress site pages. You don't see it even if others do.
Dashboard >> Settings >> General (Scroll to the bottom of the page)
*Disables it on your blog so it doesn't appear even to others that have it enabled in their settings.
