It's the same here as it is everywhere else. Like buttons are for "in-house" users. If you are a logged in Facebook member then you can use the Facebook like button. Provided your visitors are logged in members of WordPress.com then they can click the WordPress.com like button on your posts. if they aren't then they can't use it.
if they don't want to register or put their name or e=mail address?
Note that all it takes to register username account is an email address, and that email address for many of us a throw-away email address.
