   formerly i was able to link to another wordpress blogger. But as of today, the links do not open properly but instead open as my own blog URL followed by the intended blog URL.

   We cannot begin to help without links to your blog and the blog you were intending to link to, starting with http.

   The most likely cause is that you have not entered the full URL, e.g.

   http://www.whatever.com
   will work, but not
   www.whatever.com
   The latter typically causes the behaviour you are describing.

   There are other potential causes, though, including a bad install of WP.org.
