I would like to be able to link others sites to my blog kind of like what you see here at this site over on the right side of the page. http://jeffsmariners.com/. I would like to be able to link my Tweets as well as some other sites or blogs.

This is the general link model:
Highlighted anchor text here
Enter your anchor text you want to link to first.
Then use your mouse to highlight that anchor text.
Next click the chain icon in the editor and proceed to create the link.
Are you referring to creating and Blogroll in your dashboard Links section http://en.support.wordpress.com/blogroll/add-a-blogroll-link/ and displaying it in the Links widget? http://en.support.wordpress.com/widgets/links-widget/#cant-see-the-options
