How do I enable comments/posts to a seperate page other than the home page because I want the home page static.

This is not a theme dependent feature. The default setting for comments on all pages and all posts in wordpress.com blogs is comments open. We can over ride that on any page or post by closing the comments and pingbacks as well. Look below the Editor box and find the Discussion module and disable these on any pages or posts you do not want comments to appear on.

Yeah that's what I was aware of and there is no discussion menu when I go to edit a page. Nor there is no option when creating a new one. The only thing that's below the edit box is revision and sharing.
While in the edit pages page, go to the "screen options" tab at upper right and select to show the discussion module.
