   I was at a website and they used wordpress to sign up and login. How do I do this?

   That doesn't appear to be WordPress.com, so you'll have to actually register on that exact site.

   If you look it's hard to see there's a wordpress logo in the top left corner on the pop up menu

   http://www.ipcprint.com/mobile/ you cant sign in with your word press account so register and then you will have to login and it will be a WP dashboard
