I decided to start a new blog last week and created it on your site. After I signed in I noticed an old blog on my account that I wasn't using anymore and decided to delete it. Now I can't find the new blog. When I visit the URL it says it was deleted but I didn't delete it. I even looked through my email to see if I got a delete validation email from WordPress but I only received one for the old blog. Is there a way for me to get the URL back?

I deleted food4myfam.wordpress.com and the one I created and is now deleted is wigipedia.wordpress.com.

Well, you deleted both blogs and both blogs are indeed now deleted, permanently. You will have to create a new blog. There is no way to get the old URLs back.
