Can someone tell me how can I show different content depending on user City selection (not IP geolocation). For example, user can choose A, B or C city, and depending from their location my websites shows different content to them. I can't jump make 10 WP websites because they all need to have same plugins (for seo and ads).

That's not possible on a free hosted WordPress.com blog. There is no FTP access to free hosted WordPress.COM blogs and we cannot install plugins, upload third-party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.
