how can I create folders for photo/media files? Currently I am upoading photos and they are not attached to a posting. I would like folders to be searchable, ie; all flower photos, all people photos. Thank you for infomation

You can't create photo folders. You will need to put the photos in the blog in order for them to be searchable by anyone but you. WordPress.com is designed to be blogging software, not Flickr.com.
I have chosen to upload the photos first, to begin organizing my blog. I am finding that I have numerous photos in each category and would like to find an orderly way versus going through all photos each time. Is there a way to group them, not in flickr.com style files, so it is easier to review photos prior to inserting them in the blog?
Not really. You can post them together as Galleries on your blog, but you have to attach them to individual posts in order to use Galleries. http://en.support.wordpress.com/images/gallery/
