How can I add a highlight feature to my menu nav bar, so when my cursor is over one of the menu buttons it highlights it like in this picture:

If you are into hacking templates you are in the wrong place. The best bet for you in that case would be to hire a wen host and download free sotware from wordpress.org.

We cannot access let alone "edit" the underlying templates for our blog themes at wordpress.com. The CSS upgrade support documentation entries make this clear. CSS editing is recommended only to those who are experienced with it and who are aware that they cannot alter functionality using it. They can only change appearance.
You obviously have a wordpress.org blog, right? And you did not read the sticky post at the head of this forum prior to posting, right?
Then why are you continuing to post to this wordpress.COM CSS customization forum in another thread?
