I have created a theme using Artisteer and am now wanting to make a mobile version of my website. I have searched online and see that I should be seeing a mobile heading under Appearance on my dashboard, which I am not. I am using the latest version of wordpress 3.4.
Can anyone shed any light on this or recommend any widgets I may need to use to get this enabled?

That site is self-hosted and you need to head over to the WordPress.org forums as that is where the software you are using is supported.
These forums are for those hosted here on the wordpress.COM hosting service and things here work differently.

Not a problem. The whole .COM and .ORG thing can be quite confusing.
