I bought this morning my domain name (www.laporteauxchats.fr) through your site, it is still not active and always redirects me to my old blog, is that normal?
I just want my blog is called laporteauxchats.fr.

Looks like your domain is not pointing to WordPress.com name servers yet. Please go to your domain registrar's site and log into the control panel. You will need to update the name servers as below:
NS1.WORDPRESS.COM
NS2.WORDPRESS.COM
NS3.WORDPRESS.COM

Did you register your domain at http://www.canalblog.com/ ? are you able to log into that control panel?
No, it is no longer active Canalblog yesterday. And I delete my old blog home.

.fr domains can't be purchased at WordPress.com. Therefore you need to find a domain registrar that supports that. The $13 you paid was for the domain mapping, which allows you to map an existing domain to your WordPress.com blog.
If you want to cancel and refund the domain mapping upgrade, go to https://laporteauxchats.wordpress.com/wp-admin/paid-upgrades.php?page=my-upgrades and click on 'Cancel and Refund'
