   I have registered a domain and purchased WordPress hosting.

   I have a theme picked out (not purchased yet) that I like.

   NOW what do I do?

   There is no FTP access to free hosted WordPress com blogs like this one http://norwalkcampaign.wordpress.com/ and we cannot upload any third party themes into free hosted WordPress.com blogs.

   The only versions of the themes we can use on free hosted WordPress.com blogs are found here in your dashboard > Appearance > Themes and showcased here > http://wordpress.com/themes/

   There is a step by step learn wordpress.com tutorial linked to on the bottom of your Admin page http://learn.wordpress.com

   Not to rain too much on your Ballot Box - if you have purchased hosting then you are in the wrong help forum -

   The site you are asking about does not seem to be hosted on WordPress.COM so you need to make friends over at WordPress.ORG the keepers of the software you are using.
