When I am logged into my account, and I go to View Site, is that considered 1 view?

Only if your site is marked "Private" in your Privacy settings.

Mysterious are the ways of WordPress.com stats, but I believe that if you've only visited one page (homepage, previewed a post?) that would be one view. Your dashboard visits are not counted regardless.
