I suggest to upload JapaneseFleur by Lorelei just like what I got on my university-provided wordpress blog (http://blog.mhs.ui.ac.id/gilang.reffi) or Desk Space like what I saw on wordpresstemplates.com

Please remember that you can use it free as long as you keep the footer links intact. Removing the footer links is strictly prohibited.
That means that it is NOT a GPL/GNU licensed theme, and wordpress.COM will ONLY consider GPL/GNU licensed themes.
And about the new version of neo-sapien?
What about it? If you are asking will the version here ever be updated to the new one, I kind of doubt it.
The newer version doesn't have much to offer over the old version with the exception of the installation of a "wrapper" around all 4 columns to prevent the right columns from moving to the bottom if a browser window is not set wide enough.
