This seems so basic but I can't find it anywhere. How do I have it so my new posts are on top and the older posts are on the bottom/?
The blog I need help with is houstoncharter.wordpress.com.

That is the default sort order here at wordpress.COM unless you are setting all posts to "sticky posts" and sometimes at the very beginning if you happen to set your timezone offset in between posts. Since only 3 posts are on the blog linked to your username, I think it probably has to do with the latter.
You can change the "published" date for any post though to get them into the order you want them. The following shows how.
