Occasionally I like to change my blog theme to match the festive mood of the holidays. There are a couple of decent winter/Christmas themes that I used last year, but there are so few themes like this. It would be great to see some nice Halloween, Thanksgiving, Valentine's Day themes, for example. Anyone else think so?

There are many themes with custom headers. There are many themes that provide for custom image backgrounds as well. That's how I make my blogs "seasonal". Have you tried doing that?
Check out http://theme.wordpress.com/themes/subjects/seasonal/ for all our "seasonal" themes. Clean Home is in there because it has various color variations.
Brand New Day has a fall color scheme, and Strange Little Town is perfect for fall or Halloween.
As timethief says, you can always make your own using Custom Design + a background and header image.
