I just downloaded a couple of premium themes and the instructions say I should go to "appearrance" then "theme," then "Install theme" tab. Well, I don't see this tab. What am I missing?

I'm sorry, but themes can't be uploaded to WordPress.com. That's a feature of self-hosted blogs through WordPress.org.

You may use any of the available themes we have under Appearance > Themes in your dashboard. If you are CSS-savvy, you may want to look into purchasing the Custom CSS Upgrade to customize one of the themes we offer:
Dang! I really liked the theme. And I'm a total novice with no code experience, so I'm not sure this will work for me.
Do you know how I go about getting a refund for the themes I just got?
You should probably contact the vendor that you purchased the theme from.

It definitely was a feature before, why did WP delete this tab?
@mayhemonte: You are looking at a WordPress.ORG screenshot. Not the same thing as WordPress.COM:

You have never had the ability to install Themes at WordPress.COM.
