No Sidebar Widgets in WP 1.5.2 Admin

i want to use a number of sidebar widgets on my blogs. my situation is this - i purchased custom WP templates from a designer who set them up on my server etc. I got to my admin >presentation and expect to find the sidebar widget options but it's not there. is there a way to activate it in my admin? import it into my admin? im using WP 1.5.2. please assist and thanks!
