I'm using wordpress in Hebrew, and not aware of such a problem with other languages blogs.
When the page loads up for the first time, there's a problem with the layers, and their contents is overlapping each other.
When maximizing the minimizing the window, this issue is settled.
The problem appears both on IE, and Chrome browsers.
The blog I need help with is dalshu.wordpress.com.
We can't help without a link to the blog, starting with http.
I'm not seeing the issue with Firefox or Safari. I would suggest contacting staff directly on this and explaining things in detail: http://support.wordpress.com/contact/ .
