No. There is only one page in a blog for posts and by default it's the front page of the blog.

If you mean you want an intro page instead of your posts on the blog front, it is possible. You create the intro page and a blank page via Pages > Add New, then you go to Settings > Reading and set the intro page as your front and the blank page as your posts page.
