Page owner can't modify page without admin privileges

  1. On our shared blog I have assigned page ownership to two other users, with the idea that each person would keep one page up to date. Initially I assigned them "contributor" privileges, but that did not allow them to modify any pages. Once I assigned them "administrator" privileges they were able to modify them, but then they could modify the whole site, which is more than any of us intended. My hope was to restrict their privileges by assigning them as page owners.

    This is all a long way of asking:
    1. What does it mean to make a user the "owner" of a page?
    2. Is there any way to allow a user to manage a page without making them an administrator?

    The roles and the privileges that go with them are laid out in the FAQs http://faq.wordpress.com/2006/05/12/what-are-the-different-roles/
    Suffice to say they do not contemplate "page" ownership as the building blocks of blogs are posts and not pages. This difference is explained in the FAQs http://faq.wordpress.com/2006/11/11/a-post-and-a-page/
