I found the password protect feature in wordpress, unfortunately is seems that when someone logs in that they are infinitely logged in on that computer. Is there a way to make the person retype the password everytime they revist the page?

No. The password-protection works by setting a cookie in the browser of the viewer, meaning that the next time the computer views that page the cookie is already set and the post is viewable.
Is there a way with CSS to cirvumvent this to make it really password protected?
Nope. CSS is for styling the blog. It has no effect on passwords.
