Hi! I'd like to sell our local art (Region VIII, Philippine art) online. WordPress was recommended to me, but I have a question. If I get a domain name through wordpress, can I place a Paypal button & shopping cart on my site?

Hi. You can do that on WordPress.ORG, not here at WordPress.COM (here, at best, you can place an unencrypted PayPal donation button). See here for more info on the differences between WP.com and WP.org:
