Hello. If I go in and create a static home page, am I able to upload a pic to be displayed on that page? If so, what is the best way to do that, and what is the size limit of the image?

Yes, you can upload images into every page on your blog.

The front page of the blog by default will display your posts (not pages) http://en.support.wordpress.com/post-vs-page/ in reverse chronological order, with the most recently published post on top. If you do not want all the posts to show on the front page, then you can create a static front page “Welcome” for your site and a “Blog” page for posts.

Which do you choose? It’s one or the other.
If you choose a static front page then you have to create two pages as I said above. After you do that you go to > Settings > Reading and make the designation change and click “save changes”.

Yes, you can upload images into every page on your blog.
No there are no special instructions.
Does the pic have to be uploaded into a gallery on the page, or can it just be a single stand-alone picture?
The fact that it's static front page makes zero difference to uploading images. Uploading images is the same whether or not it's a static front page or just a static page.
