Hi I've been getting pingbacks for a few of my post from this website http://www.astropuppies.com and I believe he/she will use pingback more of my post.
It pretty much copies the entire content from other blogs. Even though there's a pingback at the end, this site provides no original content. Is this allowed?

Not. It's illegal, in fact. If you contact the actual web host of that site, they will have to take it down until it comes in line with the law. See http://stolen.wordpress.com for instructions.
