Really want to add the placeling plug in to a blog... but it's only for self-hosted wp blogs?? Should definitely make it available to the rest of us!
Need help? Check out our Support site, then

What does that plugin exactly do?
We don't allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have some really cool widgets. Perhaps one of those might meet your needs?

Well we are looking for a world map that we can add pins/locations to, and when you click on the pins, a little bubble pops up and has text, a link to a post and a picture. We have been having a pretty hard time finding this, but finally found placeling, but can't use it I guess. :-/

You can create your own map with Google Maps: http://support.google.com/maps/bin/answer.py?hl=en&answer=62843 . Here you can read how to easily embed these maps to your blog: http://en.support.wordpress.com/google-maps/
There are no restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. We have hosting recommendations at the following link if you are interested.
