Expat Translator is right that it is normally not possible to reinstate a blog that has been deleted, nor the URL that accompanied that blog. This is why we provide multiple warnings and require several layers of confirmation that you understand deleting your blog is permanent.
In your case I was able to restore this URL to your account, but please be careful with that delete button in the future! There is no guarantee you would be able to get it back if you deleted it again.
