Plug-in Menu Not Available

    Why is the plugin menu in my blog not available? I can't download/upgrade plug-ins?

    Plugins are are only applicable to privately-hosted blogs and web sites using the WordPress.org software. Plugins are not permitted on WordPress.com hosted blogs for various security reasons.
