There is none, as you have a WordPress.COM blog, and plugins can only be used on WordPress.ORG blogs.

I have a word press .org and .com upgrade and still no plug in tab:( can you help out a little more?

http://saveonproduct.com/ is a WordPress.COM blog, and you can't have plugins on that. There is no upgrade that changes that. If you want plugins, you have to buy hosting somewhere and install WordPress.ORG software and blog there.
