I want to add the MailChimp plug-in but there is no plug-in option from my dashboard. What do I need to do to activate?

The blog I need help with is thecloudlawyer.wordpress.com.

  2. If you want to use MailChimp with your WordPress.com site now you can do so by creating a link to the signup form on MailChimp. Here's the info from MailChimp Support http://kb.mailchimp.com/article/how-to-add-a-mailchimp-signup-form-to-your-wordpress-blog

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

See here for a full comparison WordPress.com vs. WordPress.org

There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes.
If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
