I noticed that I don't have the ability to add plugins to my blog. If I upgrade to pro will I be able to add plugins to my blog?
Also, will upgrading to pro give me the ability to select a domain name?
The blog I need help with is sqlsalt.wordpress.com.

Each upgrade applies only to exactly what it says. There is no upgrade here that allows you to upload plugins. They are only for WordPress.org.
So what do I need to do then to get fully functional plugin ability?
You need to purchase paid hosting from a web host and install software from WordPress.com.
Is there any way WordPress can host it in that scenario? In other words, paid hosting but WordPress hosts it. Is that possible? And then have ability for plugins?

You must find PAID hosting for plugins.
