I saw a blog recently that looked like it had plugins (let it snow and a 5 star rating plugin) but it was name.wordpress.com. I thought blogs hosted on wordpress.com can't have plugins? Can someone please clarify this issue for me. Thanks!

Those are installed by Staff on the WordPress.com platform as a whole and are available to all of us WordPress.com bloggers. The only plugins available to us are the ones Staff install for all of us to use like Akismet.
We bloggers cannot upload individual plugins into free hosted WordPress.com blogs. There is no FTP access provided to us users and there are no plugin tabs. Also note there is no upgrade you can purchase from WordPress.com to have plugins. If you wish to have complete control over a blog, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.
Snow is only available till the 4th of January, and you can turn it on under Settings->General.
Rating and Likes and so on also at Rating on your Dashboard.
