Under Dashboard Settings, I do not have a link to Privacy, so I am unable to update the settings. Available Settings, in order, are General, Writing, Reading, Discussion, Media, Sharing, Polls, Ratings, etc....

The privacy settings have been moved to > Settings > Reading

It has been moved. Now under settings > Reading.
On that page you will see it under Site Visibility.
