In my admin panel i have the following problems
1.plugin and upload panel missing
2.Missing files,backup subpanels in Manage panel and permalinks,miscellaneous subpanels in options panel

They exist in the version of WordPress you host elsewhere.
They are not part of wordpress.com -
We're running different software than the version your download from WordPress.org. There's even a FAQ covering the differences. I would suggest taking a few minutes and reading over the FAQ.
