We've bougt the wmpl module to able to make our blog multi language. I'm just wondering how to upload this to my blog because I can't find the right procedures.

We don't allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
Otherwise you can follow this guide to add a translation widget to your blog.
Note that there are no restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. We have hosting recommendations at the following link if you are interested.
