  1. Can I create a blog where the public can register and upload personal photos?
Either that or place photos from another URL?
I plan to creat a web site/blog for a non profit org. and would like to have members submit their own photos.

The blog I need help with is charleshastings.wordpress.com.

No. If that was the case then our blogs would be full of unwanted porno and spam.

Your visitors can provide URLs to images, videos, etc. in comments and you can choose whether or not to approve them http://en.support.wordpress.com/comments/embeds/

P.S. if you set up the blog for anonymous commenting then do be sure to set up full comment moderation ie. "An administrator must always approve the comment" because anonymous commenting is bound to increase the amount of spam your blog will receive.

There is no ability to set up registration of members on a public free hosted WordPress.com blog. You can do that on a WordPress.ORG install. http://support.wordpress.com/com-vs-org/

  4. Thanks for the response. I probably should go the .org route but I have no knowledge of PHP. I have developed web sites using HTML and CSS.
I would like to do some customization, but if the design is done in PHP, I am stuck.
