Is there a way, without sending individual e-mails, to allow the 'public' to be users whose role is contributor?
Please advise. I do plan to issue e-mails to friends as either authors or contributors. I would like my blog to be open to the public for posting as well as commenting.

No there is not. You can add only specific identifiable people as official contributors to your blog. http://en.support.wordpress.com/user-roles/ You cannot add every human being in the world who happens to be online as contributors to your blog.
What you are describing is more like a Wiki or a Forum than it is like a blog. We cannot embed Wikis or Forums into free hosted WordPress.com blogs. We can register a free one on the internet and link to it from our blog in a custom menu by adding a custom link to it.
