   I want to purchase a bundle upgrade and can't find the store. I've looked all over the site

   Let's start with this. Only those with free hosted WordPress.com blogs can purchase upgrades. If you are asking about a free hosted WordPress.com blog like the one linked to your username, and you are the Admin of that blog then go to Dashboard > far left hand column > look for ting shopping cart icon and click the Store link.
