Greetings. I have a free fledgling wordpress.com blog (weatherwriting.wordpress.com), and although very limitedly read now, I am interested in tracking where the readers are coming from. Can I install a "ipligence" visitor's map with a free account, or am I limited to the widgets provided in the widget column - but if I can install it, how do I do so?

whos.amung.us offers maps.amung.us which I believe will work in a wp.com blog. I just tried to check for you but their pages aren't loading for me right now.
Widgets need to be html to work here and you can put the code into a text widget. No javascript.
