You get no notification in either case. If someone clicks through the blogroll, you'll see it in Referrals. It may or may not show up on Technorati.com or Incoming Links.
How do I get rid of my blog roll side bar completely? What is it's purpose?

If you have not yet added any widgets to the sidebar, what you are seeing is a sample display of widget put up by the theme. If you go to appearance > widgets and add the widgets you want into the sidebar, then the sample set, including the blogroll (links widget) will disappear. You can then add the widgets you want to the sidebar and arrange them by drag and drop as you wish.
The blogroll (links) is where you put your links to other sites that you think your visitors might be interested in.
