   Is there a way to facilitate readers submitting text, or more likely media files (artwork, videos, audio etc) so I can review them before they're published but without using an email address? Possibly something like an "Uplouad your art for inclusion here" plugin?

   Not at WordPress.com without the VIP upgrade, which costs several thousand dollars a month. If you don't have a WordPress.com blog, you need to be at WordPress.ORG instead.

   Not on WordPress.com. The best that you can do is get them to comment with links to images hosted elsewhere.
