Can I remove the menu bar above the header image using CSS?

I do see that this is a css editing question and I cannot help with css editing. But do want to bring a very useful guide on The Morning After theme to your attention.

Are you talking about where commercial lending, financial services and residential lending is, or on upper right where search, home and subscribe are?

To get rid of "commercial/financial/residential" menu, just go to appearance > menu, create a blank custom menu and save it and then from the primary location pulldown in the theme location module at upper left on that page select your blank menu and then click save.
