Why doesn't replying to comments through WordPress always send an email?

The author of a comment will only receive an email if they have subscribed to email comments on that post. When they make a comment, they will see the option to subscribe to the comments below the comment form. If they didn't select that option, then replying to them directly by email is the only way they will receive the reply by email.
