I recommend this theme because here @ WP.com we as members don't have a theme built to display just videos and this theme could benefit the video bloggers and could attract vlogers to join WP.com to display their videos.

Hmmmm ... that's not a a free GPL (general public license) theme.

I know it's not GPL but staff have recently said that it doesn't have to be GPL to request a theme because if it's a popular choice and if they decide to add the theme they will contact the owner and see if they want to donate the theme under GPL
Regarding the GPL license qualification, we invite all suggestions for WordPress themes, regardless of license. That gives us a chance to encourage the theme developer to release the theme under the GPL license so we could use it on WordPress.com.
