Right, I know that the answer will be "NO" but here goes.
Is there any way to:
have an RSS feed which puts the excerpt text of the post I make into tinyurl which is then pushed out into twitter-world? Ideally controlled by a specific tag in wordpress

:| IDK. Theoretically you could with some javascript, but it would have to be on a specific page. The page would take the newest rss feed data, and then with some API javascript library/extension could be tinyurl(ed) or bit.ly(ed).
